I disabled both settings and then exited saving the changes. To edit the UEFI boot settings so I could boot to CD, I pressed and held the volume up button and then pressed the power button. If you want to wipe and install Win8, get the Surface Pro Drivers from the following link as they are not a part of the Win8 ISO. File explorer, internet explorer, and a few other items wouldn't work so I pulled out my Win8 ISO and created a new install. It must have been dumb luck that the Surface I picked to make my image had a bad Win 8 install.
